PROCUREMENT NOTICE

                                               PUBLIC UNIVERSITIES PPP HOSTELS INVESTMENT PROGRAMME

 The Government of the Republic of Kenya through the Ministry of Education is keen to construct, operate and maintain student’s hostels in Public Universities through the Public Private Partnerships (PPP) model. As such, suitable private sector partners will be competitively procured to design, finance, construct, operate, maintain and eventually transfer the hostels to the respective universities. The programme is aimed at enhancing the quality of accommodation in light of the growing student population in Kenyan universities.

In this regard, the Government engaged a transaction advisor to undertake a feasibility study in a number of pilot universities, prepare tender documents and guide the procurement process. The feasibility studies undertaken confirmed the viability of the pilot projects.

The National Treasury subsequently issued Requests for Qualification (RFQ) for the projects, outlined here below, running from 11th December, 2017 to 28th February, 2018.

  • Moi University PPP Student hostel Project: The project will entail financing, construction, operation and maintenance of an 11,000 bed capacity student accommodation at the University Main campus and a 4,000 bed capacity student accommodation at the University Law Camus, together with bulk infrastructure and related facilities. The projects Request for Qualification (RFQ) and project information memorandum are available on the university’s website, mu.ac.ke

 

  • Southern Eastern Kenya University (SEKU) PPP student hostel project:

The project will entail financing, construction, operation and maintainance of a 5,400 bed capacity student accommodation at SEKU main campus together with bulk infrastructure and related facilities to be undertaken in two phases.   • Embu University PPP hostel project: The project will entail financing, construction, operation and maintenance of a 4,000 bed campus together with bulk infrastructure and associated facilities. Kenya has experienced a considerable growth in Conference Tourism over the past few years.
