INVITATION FOR EXPRESSIONS OF INTEREST
FOR CONSULTANCY STUDY OF ESTABLISHMENT OF A DUTY FREE PORT AT
DONGO KUNDU AREA OF MOMBASA
The Vision 2030 which is Kenya’s new long term development
blue-print has identified projects and programmes that will spur
socio-economic growth. Under wholesale and retail trade the Vision
will be realized, by among other things, establishing a duty free
zone to create a business hub for the Eastern Africa region and
to take advantage of Kenya’s geographical position. Now
the Government of Kenya through the Ministry of Transport invited
eligible Consulting Firm(s) for expression of interest of the
above study.
The proposed study will include but not limited
to: Carry out a full technical, economic and financial feasibility
study on the viability for a Duty Free Port as Dongo Kundu; Advise
on the appropriate regulatory and institutional framework to support
the operations of a duty free port at Dongo Kundu; Propose at
least three investment models, their costs and their financing
options.
This prequalification is open to both Local and
International Firms and will be adjudicated in accordance with
the current Public Procurement Rules and Regulations. Interested
Firms may form joint ventures or associate to enhance their chances.
Interested and eligible Firma/Consultants can
send their applications enclosing the following evidence that
they are qualified to perform the Consultancy services being required,
such information should include:
• Brochures if any of their company
profiles.
• List of clients the Firm has worked for on similar
assignments
• Names and CVs for professional qualifications of
key personnel to be actively involved in the study
• One original, two copies (clearly marked “ORIGINAL”
or “COPY”) and a soft copy of the Duty Free
Port application shall be submitted to the address shown
below, or deposited in the Ministry of Transport
Tender Box Located at the main Entrance of Transcom House,
Ngong Road not later than 13th January
2009 at 10.00 Hours of East African time. The envelope
shall be clearly marked “Application for expression
of interest for the Dongo Kundu Duty Free Port Feasibility
Study”.

Applicants or their duly appointed representatives are allowed
to witness the opening of the submitted Expression of Interest
that will take place immediately after submission date and time
at the Accounts Boardroom Located at the Ministry Headquarters,
Transcom House Annex.
Only short listed firms will be contacted to
submit proposals for the study.
The Government reserves the right to accept or
reject any or all proposals submitted without giving reasons for
it’s decision thereof.
